Introduction

The current document was realized following the Public Libraries National Committee's guidelines (draft, May 1999) , bearing in mind IFLA's regulations, UNESCO's Manifesto for public Libraries and Leuven's Manifesto, in harmony with "Dr. Friedrich Tessman" provincial Library's and "Cesare Battisti" municipal Library's regulations, our future partners in the Polo Bibliotecario, and in observance of the provincial law (P.L. nr.6 – 1999 and D.P.G.P. nr.3 -2000).
It is organized primarily in two sections, which are I. Library regulations – a summary of principles and normative references by which the Library will be managed; II. Users regulations -a Library regulation's enclosure, amendable by the Direction-, in which services and admittance conditions are described in detail.

Library regulations

A. General principles

Art.1 Objectives
1) The Italian provincial Library, self-governing body with legal status, founded with Provincial Law nr.6 –July 30th 1999 and regulated by D.P.G.P. nr.3 –January 24th 2000, is part of the provincial System of Public Libraries, founded in conformity with the Provincial Law nr. 41 –November 7th 1983.

Being a public cultural service, the Library's functions are several, (Art. 2 DPGP n.3- 24.1.00) among which, in detail:
- collecting, cataloguing, preserving and giving access to documents by local authors, studies and researches about the region, documents concerning historical-cultural aspects, especially if written in Italian;
- arranging the materials by the most reliable cataloguing systems;
- serve as a general studies and research Library;
- granting the possibility to borrow materials and the reference, supporting contacts and interchanges between similar institutions;
- supporting the diffusion and the knowledge of the Italian culture and heritage through the organization of activities, events and through the support of researches.

Art. 2 Structure
Unless otherwise provided by the Provincial Law, by the Library's administrative management, the Scientific Committee, the Board of governors and accounts auditors, (Artt.3-10 DPGP n.3-24.01.2000) the Library's Director is entrusted with the administrative and technical management, in order to grant the good quality of the service.

B.Home regulations

Art. 3 Property increase
1) In observance of the D.P.G.P. nr.3-2000, art.2, the Library's property will be constantly increased through purchases, donations, exchanges between institutions and agreements/conventions for the deposit of private book funds.

2) Concerning the property of local interest in Italian language, the books will be purchased –if possible and if necessary- in more than one copy, in order to grant the access to the public and the preservation purposes.

3) The Library's Director determines the materials to be acquired, in cooperation with the staff and following the scientific Committee's guidelines and Board of governors' resolutions.

4) As far as purchases are concerned, customer service will be carefully valued, as timeliness in presenting editorial novelties, quickness and fair trade practices in supplying the ordered materials and economical convenience.


Art.4 Property preservation
The Italian provincial Library "Claudia Augusta" plays a preservation role, as far as materials of local interest -written in Italian or produced by the local Italian speaking community- are concerned.

Art.5 Property renewal
The general property, reference works and essay-writing will be periodically renewed, in accordance to the most reliable librarianship criteria.

Art.6 Inventory and catalogue
1) The on-line bilingual catalogue presents , through its descriptions, the whole Library's property such as monographs, magazines, reference works, information leaflets, photographs, manuscripts, typescripts and multimedia, enabling the access to information and pointing out the borrowing conditions to the visitor.

2) Access to the catalogue is open and free, through Internet connection or through the use of Opac in the Library itself.

3) The catalogue serves as computerized inventory as well and can eventually be integrated by other implements.

4) The purchased materials will be taken in stock while being catalogued, with all information about date of inventory, value and origin.

5) Users' data will be registered, when consulting valuable materials on the premises.

Art.7 Classification
For the most part, the property will be organized on open shelves to consent easy access and quick retrieval of the materials. All media acquired for preservation ad deposit purposes will be preserved in suitable shelves and cupboards.

Art.8 Damages
1) The Director is responsible for all property, including furniture and equipment.
2) The staff is under obligation to promptly notify any breach of the rules, damage or fault.

Art.9 Access to the services.
1) Access to the services, as indicated in the Carta dei Servizi, will take place through registration , and therefore recording of the visitor's personal data -which will be utilized in accordance with the privacy regulations in force (L.nr.675/96), exclusively for administrative and service purposes.
2) In the Library's public areas, visitors' behaviour will be adequate, such as not to cause any inconvenience. In such areas it is absolutely forbidden to smoke, eat, drink and use mobile telephones.
3) Visitors are expected to take every care in utilizing the materials, in order to avoid damaging the Library's property. The person who damages materials or furniture will be expected to indemnify for the damage, paying the amount fixed by the Direction.
4) The person who will be found guilty of theft or of deliberate damages, will be reported to the judicial Authority and debarred from access to the Library, unless he/she refunds the damage.
5) The Italian provincial Library declines all responsibility for the improper or unlawful use of the materials and documents.
6) Particular modalities or access limitations can be taken up by the Director, who will inform the Board of governors.
7) Opening hours are set by the Board of governors, after advise with the Director, in order to promote the public's access to the services.

Art.10 Access to the loan service and reference on the premises.
1) Loan and reference service on the premises –for materials available for reference on the premises only- is free for all registered users. The fiscal code magnetic card will be necessary for all services that require registration .
2) Each user can borrow up to 5 monographs for as long as 30 days. This span of time may be extended for 30 more days, but only if the materials haven't been required by another user in the meantime.
3) The following typologies of materials can be borrowed:

* these typologies will be available for loan only after a span of time from the moment of the acquisition, considered that by the Italian law multimedia and VHS are eligible for home use "after eighteen months from the first distribution (L.633/1941 and L. 248/2000, art.169)

4) In observance of these rules, each user will be able to borrow up to 3 multimedia materials.
5) In particular cases and by previously well-grounded request, the Director can extend these limits.
6) The user can be debarred from access to the loan service for 3 months, in case of repeated delay.
7) The following materials will be available only for reference and loan on the premises and will not be available for external loan:
- newspapers and serials preservation collections
- encyclopaedias
- dictionaries
- data banks
- valuable and antique books
- manuscripts and typescripts
- photographs
- posters
- electronic resources
- only copies of materials to be preserved
- materials submitted to special obligations.

Art.11 Reserving materials.
1) Reserving materials, documents and services available for external loan will be possible in different ways:
- through Internet service, directly on the Library's catalogue
- through e-mail service
- telephone
- fax
- in the Library itself, filling in the relevant form.
2) The reserve will be valid for three working days, after which it will expire.

Art. 12 Acquisition requests.
Visitors will have the possibility to suggest the acquisition of books, serials, magazines and other materials, considered necessary or useful for the updating of the Library's property. Requests will be submitted to the Direction by filling in the relevant form; the Direction/staff will evaluate the opportunity of each request of acquisition.

Art. 13 Opac
Some of the Library's computers will be at the public's disposal for use and individual reference on the Library's on-line catalogue. Reference service is free and all users are admitted, as long as each individual observes a fair time limit, in order to permit access to everyone.

Art. 14 Internet
1) The Internet surfing service and data bank consulting will have to be enjoyed within 15 minutes from the time of reservation. To be admitted to Internet service, the user will have to fill in a request form stating day, time, time of use and workstation's number. Some of the Library's computers will also be at the public's disposal for Internet surfing.
2) All visitors are admitted to this service, but only for research, study and professional updating purposes.
3) Under age visitors will be admitted to this service only if previously authorized (in written form) by one of the parents.
4) With the purpose to give access and equal treatment to all visitors, each user will be allowed one daily session of one hour.
5) Any use in general of electronic mail services and personal accounts (Libero, Hotmail, Yahoo….) and chatlines is forbidden.
6) Internet cannot be used for purposes forbidden by the Italian Law.
7) Visitors are directly responsible, civilly and penally, for the use of the Internet service. The Library Administration will report to the judicial authority any illegal use or activity. Visitors are responsible as far as violation of protected accesses, copyright or licenses are concerned.
8) It is absolutely forbidden to alter, remove of damage the Library's hardware or software configurations.
9) Downloading of data is permitted only on floppy disks and Cd roms provided by the Library.

Art. 15 Interlibrary loan service and document delivery
1) Interlibrary loan service and document delivery will be available; modalities and fares are set in a Board of governors' resolution (Tabelle tariffe , enclosure "A" to the Library regulations).
2) Each user will be able to borrow up to 5 documents, in agreement with the regulations which will be defined with the allied Libraries.
Once the procedure is started, it will not be possible to cancel it because of financial and organizational reasons.
3) The materials will be consulted at the lending Library's conditions. The same rule applies to the case of damages and loss.
4) Fundamental condition for this service is the research on local availability and eventual counselling of the user.
5) Within the province, interlibrary loan service is free of charge.

Art. 16 Photocopying and printing service
1) Photocopying and printing documents will be possible, in observance of the copyright regulations and law.
2) Only non perishable documents will be photocopied.
3) Printing pages from the web and scanning of documents will be possible, compatibly with the staff's working engagements and by paying a charge set by the Board of governors.
